Development codes can exacerbate the challenges associated with extreme precipitation events by encouraging or requiring gray infrastructure development. When coupled with prolonged drought, extreme precipitation can lead to a number of cascading hazards and impacts to communities. Without code revisions, these impacts are expected to worsen, especially given the expected role of climate change and increasingly volatile precipitation patterns.
This issue of Zoning Practice discusses how development codes encourage gray infrastructure that increase the impacts of water-related hazards such as flood and drought, and outlines a variety of strategies and code revisions to help address these challenges.
